Say hello to the shoutbox

Tweaked the shoutbox today to help lower the bandwidth the forum is using. It now updates every 4 seconds and you become idle after 10 minutes (so you stop updating) instead of every 3 seconds and idle after 30 mins.
It hurts performance because every 4 seconds every single user that is looking at the shoutbox makes a new website request for new data. So it has to load up all of the forum stuff like accessing the database for users/posts/etc. So every 4 seconds x 5 active users (for example) and you get 5 forum loads every 4 seconds, plus everyone accessing the forum regularly, plus everyone playing RO2 on the server = potentially bad performance.
